Q: Can Interact be declared as a Reaction?

A: Yes. Reaction only limits targeting enemies to the Activated model; otherwise you can Interact (e.g., with Magic Stones), Trade, or Perceive an Intrigue, as long as the scenario allows it. You cannot Death Blow, since a downed enemy can't be the activated model. (— Dockel)
